Progress Scotland poll: Humiliation for Boris Johnson as just 12% of the Scottish public say he has handled the pandemic well

Some more results from the bumper Progress Scotland/Survation poll have just been released, and they show that the Scottish Government is more highly regarded than the UK government on a number of counts, that the Scottish Government's handling of the pandemic is regarded more favourably than the UK Government's handling, and that Nicola Sturgeon is regarded as having performed far better than Boris Johnson during the crisis.  Although these findings very much echo what has been reported in previous polls, it's nevertheless encouraging that the recent onslaught from unionist parties doesn't seem to have fundamentally changed public attitudes.

Perhaps the most striking finding in the whole poll is that no fewer than 39% of respondents give Boris Johnson a zero rating, and another 20% rate him at just 1 or 2.  There's not a great deal of nuance about Scots' disdain for the Prime Minister.  And the biggest mystery is that a plurality of respondents think the UK government is 'authoritative' - something that is totally out of kilter with the other results.

Progress Scotland poll reveals that the public have noticed the Tory trashing of devolution, in spite of the media's best efforts

Over the last few weeks I've been wondering whether the issue of the Internal Market Bill has really cut through with the public, because the BBC in particular have failed to inform viewers that the legislation reverses large swathes of the devolution settlement.  Newly released results from the Progress Scotland poll suggest that, to the extent that the public do have an awareness of what is going on, they're very angry, and also deeply sceptical about the UK government's claims.  So that's good news as far as it goes - but the snag is that there are an awful lot of Don't Knows and neutrals.  So the Beeb's vow of silence hasn't been entirely in vain.

New Progress Scotland poll suggests a majority want independence - and an even bigger majority expect independence to happen

Progress Scotland's latest Survation poll on independence has just been released.  As you may remember, these polls deliberately avoid asking the indy question in a binary way, instead asking for strength of opinion on a 0-10 scale. In the past (for reasons that have been speculated about at length) that's led to a somewhat less rosy picture for Yes than in the standard polls.  So the new results should be seen in that context.  

49% of respondents are somewhere on the pro-indy end of the scale (6-10), and 43% are somewhere on the anti-indy end (0-4). However, there is an exact 28-28 tie among those who are absolutely certain in their views, with the Yes advantage being owed to a healthy number of respondents rating themselves around 7 or 8 on the scale.  According to the press release, the rough Yes lead with Don't Knows and neutrals excluded is 53-47 - exactly the same as in the new Savanta ComRes poll which used a binary question.

Respondents were also asked to predict the result of a new indyref.  55% thought there would be a Yes vote, and only 30% expected a No vote - very much in line with a similar question asked in a recent Panelbase/Business for Scotland poll.  There's a theory in some quarters that these "wisdom of crowds" questions offer a better indication of what is likely to happen than standard polling, because people give an honest assessment based on what they hear from friends, family and colleagues.  If that's right, it may be significant that 45% of people who voted No in 2014 now expect a Yes vote (if Don't Knows are excluded).  On the other hand, it may just be that people expect a Yes vote because Yes have been ahead in recent polls.

Once again, the myth that the people of Scotland don't want a second indyref is exploded by this poll - 49% think there should be a referendum if pro-indy parties win a majority next year, and only 38% disagree.

New poll from Savanta ComRes is EIGHTH in a row to report a clear pro-independence majority

Thanks to Marcia for alerting me to the fact that there appears to be a new independence poll out tonight, from Savanta ComRes.

Should Scotland be an independent country?

Yes 53% (-1)

No 47% (+1)

If those figures are confirmed, it's a disaster for unionism.  Clearly the anti-independence parties felt that a fightback was on, and that a combination of Margaret Ferrier, the Alex Salmond inquiry, a new Scottish Tory leader, and constant chipping away at Nicola Sturgeon's decisions on coronavirus, would have turned things around.  Instead there has been no statistically significant change in a seemingly bang-up-to-date poll, and Yes still have a very handy lead.  This is now the eighth poll in succession to report a pro-indy majority.  If this is where we are after a relatively torrid spell, we can probably afford to be optimistic about what polling will show when unionism is once again on the back foot - as it surely will be as the end of the Brexit transition period approaches.

So an SNP overall majority, but only just.  This again illustrates the folly of wasting list votes on fringe parties.  I know a pro-independence majority should be all that matters, but in practice the UK government would be bound to use the SNP falling short as an excuse not to recognise the mandate for a referendum.  That said, it may well be that the ComRes methodology is underestimating the SNP on the list - unless there's been a change since the firm's last poll, respondents are asked a question that may lead to the false impression that the list vote is a second preference vote.

Labour will be bitterly disappointed to still be firmly in third place after a Survation poll last month putting them in second place for Westminster voting intentions, and joint second in the Holyrood list vote.

CROWDFUNDER: A third Scot Goes Pop poll on independence as No Deal looms

Hi, I'm James Kelly, and I write the pro-independence blog Scot Goes Pop, which has a particular emphasis on opinion poll analysis. Earlier this year I crowdfunded two exclusive Panelbase polls on independence, and although they both showed exactly the same result (Yes 52%, No 48%), they were both landmarks in their own ways. The poll in January showed Yes at the highest level of support since the immediate aftermath of the EU referendum in 2016, suggesting that the general election result had been a gamechanger. And the poll in June was the first to show that, entirely against the initial expectations, the events of the pandemic had pushed Yes back into the lead after a slight dip. It turned out to be the first in an unprecedented string of seven polls showing a pro-indy majority. 

With your help, I'd like to commission a third poll before the year is out. Once again, we're in a new environment, and public opinion may have moved on as a result. The Internal Market Bill has trashed both international law and the devolution settlement that was so overwhelmingly endorsed by the Scottish public in the 1997 referendum. A No Deal Brexit appears to be moving closer. On the other hand, there have also been recent high-profile events that may have worked against the Yes side. So there are no guarantees of what a poll will show, but I firmly believe that polls on independence are good things in themselves. At this stage our opponents would dearly love the issue to be forgotten about, which perhaps explains why around half of the indy polls this year have been commissioned by Yes-supporting alternative media clients. If we weren't doing the job ourselves, it's almost true to say that it wouldn't be done at all. The mainstream media have all but given up on indy polling. 

To be clear about what you'll get for your donations: if the target is reached (or close), I'll commission a poll from a firm affiliated to the British Polling Council at some point between now and Christmas. It will ask the question "Should Scotland be an independent country?", a party political voting intention question, and a number of supplementary questions of interest to the Yes movement. Bear in mind, as always, that there's no way of knowing whether there'll be a Yes lead or a No lead. It's always a bit of a gamble, but with the right result and the right timing, the impact can be considerable.

I'm the world's least enthusiastic Joe Biden voter

So I've just voted by post in the American presidential election - or I should really say attempted to vote, because I discovered that my vote for the congressional primary a couple of months ago arrived late, presumably due to delays caused by coronavirus.  However, there's still the best part of a month for this one to get there, so fingers crossed.

In the end, I gave in to the inevitability of voting for Joe Biden and Kamala Harris, although I don't think I've ever cast such an important vote with so little enthusiasm.  I wouldn't quite say that Biden was my last choice among the Democratic primary candidates (utterly impossible for as long as the insufferable Pete Buttigieg was there), but I always thought he was unsuitable, and his failure to pick a progressive as his running mate was the final straw.  The return to a Clintonesque centre-right Democratic ascendancy is a pretty dismal prospect, and it could last twelve years - assuming that Biden has already succeeded in stitching up the 2024 nomination for Harris.

When I look at the polls showing Biden miles ahead of Trump, my heart doesn't exactly leap in the way it ought to - in fact, in a 'gut' sense I can't totally convince myself that I even want Biden to win.  My main concern when Trump took office was that he might literally bring about the end of human civilisation by losing his rag and starting a nuclear war, but after four years I've begun to realise that he wouldn't do anything that might lead to the destruction of Trump Tower or his golf courses.  And there are actually distinct upsides to the US having a rogue leader, because it's led to a long-overdue draining away of American soft power.  However, from a rational point of view I know that considerations of that sort are vastly outweighed by the exacerbation of the climate emergency that four more years of Trump could bring about, and indeed by the damage that might be done by more lifetime conservative appointments to the Supreme Court.

I've always had a personal rule of trying not to vote for supporters of the death penalty if I could help it, which meant voting for fringe candidates in some presidential elections.  But I really wanted to vote for Trump's main opponent in 2016, and I decided that Hillary Clinton had made that just about possible by indicating that she would be happy enough if the Supreme Court eradicated capital punishment.  I assumed that Biden would present a major problem for me, because I knew he was a long-standing supporter of the death penalty, but it turns out he did a casual U-turn on the subject last year to court progressive voters in the primaries.  Which in a way is great, and it's enabled me to vote for him, but it also demonstrates that he's what Tony Benn would have called a "weathercock", rather than a "signpost".  Ideally we'd want a signpost as the leader of the free world.

Incidentally, it might amuse you to know that there were 21 candidates on the ballot paper (about twice as many as I can ever remember in the past) - Biden was listed first, and Trump was twentieth!

No consensus emerged on the timing of the next Scot Goes Pop poll - some people said go ahead now, some said wait until Christmas, and some said do both (or even one in December and one in January).  I'm thinking what I might do is run the crowdfunder now, and then make a decision about dates if the target is reached - although it would definitely be some time over the next two months or so.

Your thoughts on the possible timing of the third Scot Goes Pop poll

As I've mentioned a few times, I think it would be a good idea to crowdfund a third poll on independence at some point in this calendar year, which obviously means within the next three months.  So now would be a good moment to hear your thoughts on the exact timing.  The argument for doing it now is that it could explore attitudes to the assault on devolution and international law contained in the Internal Market Bill.  Unfortunately the mainstream media has utterly failed in its duty to keep the public informed (at least on the devolution aspects), so the issue may not have cut through - but even if it hasn't, a poll could in itself help to raise awareness.  The other way of looking at it is that the Margaret Ferrier episode, and perhaps aspects of the Alex Salmond inquiry, may have undermined support for the SNP and independence, in which case an early poll could backfire.  (Although if Yes support has held up, we could say "nothing that is chucked at us is making any difference".)

Another possibility would be an end-of-year poll, maybe published just before Christmas.  Let me know what you think.

Believe in Scotland conference

Those of you taking part in or following the very impressive Believe in Scotland virtual conference may have seen me earlier this evening in a panel event with Gordon MacIntyre-Kemp and Mark Diffley.  It was pre-recorded a couple of days ago.  I felt slightly sheepish when I watched it back, because I noticed the tagline of the conference is "getting Yes to 60%", something which I had said during the recording isn't actually achievable.  (I did add that it isn't totally impossible that there might be the odd individual poll putting Yes at 60%, but that a sustained 60-40 lead is highly unlikely.) Of course we should aim to get Yes as high as possible, but it would be a terrible mistake to set an overly-ambitious threshold for firing the starting gun on Indyref2 - and Gordon stressed that he agreed with the latter point.

One interesting point that Mark Diffley made is that he feels demographic changes are one of the three main factors that have driven movement to Yes (the other factors being the pandemic and Brexit).  As regular readers will know, I've always been very sceptical about the idea of passive demographic drift producing a Yes majority, because people tend to become more conservative as they get older.  But it's not outlandish to suppose it could have been worth one or two percentage points to Yes over the last six years, which is not to be sniffed at.

On a personal note, I'd also like to clarify that I did not in fact widen my eyes disapprovingly when Gordon mentioned that Mark had worked for the No side in 2014.  It was actually a look of surprise because I noticed that my microphone had been temporarily cut off.  The timing was totally coincidental.  Just wanted to clear that up!

I very much enjoyed watching Mary Ann Kennedy's musical contribution immediately after the discussion.  Although I was vaguely aware that she came out for Yes in 2014, it was fascinating to hear her say that she was "born indy" and that even as a schoolgirl she was incensed by the events of 1979.  Not only is that a useful reminder of how many musicians are Yes, it's also a reminder that having a long association with the BBC does not preclude support for independence.  At the start of 2014, I was in the audience at a ridiculous hour of the night for a live World On 3 episode presented by Mary Ann, and I recall that she asked Yves Lambert for his thoughts on the upcoming indyref based on the Quebec experience in 1995.  He gave an answer that I suspect may have horrified BBC bigwigs listening in London - it was along the lines of "if you become organised, something really special can happen".  After a second or two I realised there were microphones everywhere, and that if I started applauding enthusiastically it would be heard live on Radio 3!

Let's get behind Shetland Council's audacious bid to BREAK UP THE UNITED KINGDOM

A reader emailed me the other day to ask whether there had been any polling done in Shetland or Orkney to test whether there is support for the type of 'breakaway' mooted in the motion passed by Shetland Council.  As far as I'm aware, the answer is no - full-scale polls would be hard to reliably conduct because of the small population size, so the likelihood is that any polls on the subject would be unscientific self-selecting polls.  I must say that, anecdotally, my impression is that people from Shetland and Orkney do identify as Scottish - perhaps not as fiercely as those from elsewhere, but the ultimate Spectator fantasy of Shetland remaining in the UK if Scotland becomes an independent country seems to me to be a complete non-starter.

One of the ideas apparently floated by the council, though, is that Shetland should instead become a self-governing crown dependency along the lines of Jersey or Guernsey.  I'm sure whoever dreamt that up thought it was a brilliant unionist wheeze that would put the SNP on the spot (ie. "an independent Scotland isn't viable without Shetland's natural resources"), but actually we should be heartily encouraging it, because crown dependency status would by definition mean that Shetland has become the first part of Scotland to leave the United Kingdom.  If unionists are championing Shetland's right to make that decision, how can they deny the rest of Scotland the same opportunity?

Douglas Ross' craven decision to vote in favour of a bill that both destroys the Scottish devolution settlement and breaches international law was roughly as predictable as David Mundell's failure to resign every single time he threatened to.  But this episode does bring home that Ross' position is rather different from Alex Salmond's when leading the SNP from Westminster in 2004-7.  As a Tory MP, Ross is not his own boss - he's subject to the Tory whip, and in theory to disciplinary action if he breaches the whip.  If, for example, Tory MPs were to be told they would automatically lose the whip if they don't vote with the government, what discretion does Ross actually have?  Could he credibly remain Scottish Tory leader if he has the whip withdrawn, which under the rules would automatically bar him from standing for Westminster as a Tory candidate?  Doubtless none of this will ever be put to the test, because any rare show of resistance would be a carefully choreographed abstention - he'd probably be given special dispensation by the whips to miss the vote because he has to run the line at yet another all-important East Fife v Forfar match.
