So that makes it a worse situation than at present where for 5 years the SNP did nothing with its pro independence majority. Swinney helping Westminster deny Scottish independence.

For Swinney, the percentage of voters who are Yes is neither here nor there: for him, if the SNP get 40% of the vote and they're lucky enough with the distribution of the vote that this gives them a single-party majority, that's a mandate; if the SNP get 45% of the vote and are unlucky with the distribution so that they need the Greens to get to a seats majority, that isn't a mandate.
