When the second Quebec referendum was lost by a whisker, most people's first reaction was that independence was inevitable within a few years. That might well have proved to be the case if the Parti Quebecois hadn't made such a pig's ear of their post-referendum strategy. One thing is for sure - the issue didn't go away. It continued to dominate election after election.<br /><br />I disagree with you about "the last few percentage points" being the hardest to shift.
